Horrell to deliver College of Liberal Arts Commencement Address


The speaker for the College of Liberal Arts Ceremony is Chad Horrell, a 2004 Bachelor of Science in Political Science graduate. With over 20 years of experience as a senior government relations and public affairs executive, Horrell has successfully advanced policy and business objectives across complex state and regulatory environments. His commitment to building bipartisan relationships drives legislative outcomes, mitigates risk and enables market expansion. ±á´Ç°ù°ù±ð±ô±ô’s many areas of expertise include leadership and stakeholder management, executive-level advising and a broad scope of policy knowledge covering finance, data, healthcare and more.

Currently serving as Vice President of State and Local Practice at BGR Group, a bipartisan firm in Washington, D.C., Horrell advises corporate clients on government relations strategy, legislative advocacy and procurement across multiple sectors including technology, financial services, energy, gaming, healthcare and education. His work leading multi-state advocacy campaigns furthered his clients’ legislative and regulatory objectives. Specializing in government relations strategy and public policy, Horrell provides counsel on engagement with government and legal officials as well as national political organizations.

Previously, Horrell was Senior Manager of Government Relations at DoorDash, where he led strategy across a 16-state region and managed legislative, regulatory and political engagement to support company growth and protect operations. Horrell served as the primary liaison to national political organizations and state leadership groups, directing a network of over 25 contract lobbyists across multiple states. He helped launch first-in-the-nation portable benefits pilots with governors in Pennsylvania, Georgia and Maryland, as well as new market features like DashMart and emerging delivery models, such as drone delivery in partnership with Wing.

±á´Ç°ù°ù±ð±ô±ô’s additional experiences in leadership and consulting at DCI Group, as well as an advising role at AARP, demonstrate the extent of his background in public affairs, advocacy, and government relations campaigns for a wide range of clients and industries. His political experience extends to senior roles on federal, state and presidential campaigns, such as John Edwards for President, Tim Kaine for Governor and Brad Ellsworth for U.S. Senate and Congress. Horrell has also held leadership positions on national political committees like the Democratic Congressional Campaign Committee and the Indiana State House of Representatives.

In addition to his professional accomplishments, Horrell also gives back to community organizations through his passion for athletics. As a past volunteer coach for First Tee—Greater Washington, D.C., Horrell helped youth build character through the game of golf. Currently, Horrell voluntarily coaches soccer through the Alexandria Soccer Association, a nonprofit offering soccer programs for those ages 2 and up, including adults. While at Ã山ǿ¼é, Horrell pursued his passion for athletics on the men’s golf team, where he earned academic all-conference honors.
