If you are eligible for VA educational benefits under Chapter 31, your VA assigned case manager must first authorize you. Your case manager will forward VA Form 28-1905 to the school for certification.
You must also fill out the Semester VA Benefit Request Form. Both certifications must be processed prior to each semester attended; failure to do so will delay payment of your benefits. Click the link to complete the This form MUST be completed each semester you want to file a claim.

What is the Veteran Readiness and Employment (VR&E) program?
The VR&E program is authorized under Title 38, U.S. Code, Chapter 31. It is referred to as the Chapter 31 program. It assists entitled Veterans with service-connected disabilities and an employment handicap to prepare for, obtain, and maintain a job. It also helps entitled transitioning Servicemembers.
If you are a Servicemember or Veteran with a service-connected disability and not currently able to work, VR&E also offers services to help you live as independently as possible.

How Do I Apply for an In-State Exception
To begin the process, eligible students must notify the Veteran Military and Family Resource Center (VMFRC) or Admission Office tor the Office of Admissions. At this time, you may provide documentation to confirm eligibility.
Depending on the student鈥檚 particular circumstances, the documentation required to establish eligibility may include a Certificate of Eligibility from US Department of Veterans Affairs for Post-9/11 or Montgomery GI Bill庐; Indiana National Guard ID Card; Permanent Change of Station orders; proof of address; and/or DD-214 Certificate of Discharge from Active Duty, marriage or birth certificate, or adoption papers.
